The Committee on Environmental Policy, Use of Natural Resources, and Elimination of Consequences of Chornobyl Disaster recommends the Parliament to recommit the Bill "On Prevention of Cruelty to Animals" (New Version)

The bill (Reg. No.8423), defines the term 'cruelty to animals' which harmonizes provisions of the effective Law with clause 89 of the Code of Ukraine on Administrative Infringements and with clause 299 of the Criminal Code on penalty for the cruelty to animals. Moreover, the bill defines new terms, namely, 'animal guardian', 'guardianship over animals', 'animals under guardianship', 'animal owner', 'registration of animals with owners', 'registration of homeless animals' etc.

The Committee members expressed several remarks regarding the bill, and focused on the conclusion of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariate.
